Uzbekistan is looking to the United Arab Emirates as it moves ahead with an ambitious plan to reduce bureaucracy and modernize public administration. The country launched its “Eliminating Bureaucracy – 2030” programme in January 2026, with UAE expertise playing a central role in shaping the reforms.
The initiative seeks to create a more citizen-focused government by removing unnecessary procedures, expanding digital services and reducing the number of administrative steps required from individuals and businesses. Uzbekistan plans to cut government functions by 30 percent, optimize business-related requirements by up to 20 percent and raise the share of electronic public services above 90 percent.
Under the programme, the “zero bureaucracy” principle is being considered for 783 public services. Officials aim to move 550 services fully online and halve the number of stages involved in delivering them. Another 80 services are planned to become proactive or combined services, reducing the need for citizens to repeatedly submit information or visit government offices.
In May 2026, UAE experts conducted an international training seminar for Uzbek officials, presenting practices linked to the UAE’s Zero Government Bureaucracy initiative. Uzbekistan is also using a digital platform to identify administrative barriers, propose solutions and track implementation.
The partnership reflects Uzbekistan’s broader push toward digital governance and a service-oriented state. By adapting the UAE’s experience, officials hope to make public services faster, more transparent and easier to access while improving the business environment and encouraging investment. The reforms are expected to continue through 2030.
